Throwing more good money after bad on “development” aid to Senegal

The Millennium Challenge Corporation has promised $540 million to Senegal, but how can this aid be trusted when the country’s ruling clique engage in this sort of appalling corruption? 

Africa’s economies will only join other emerging markets on the path to prosperity once the arbitrary Rule of Man is replaced by transparent decision-making bound by a Rule of Law.  That critical transition will never happen if aid continues to be thrown at utterly corrupt governments.
